Francois Legault released a video defending Bill 21 which bans religious symbols at the workplace, claiming that the Bill is moderate. Legault argues that Quebec’s approach to secularism is a compromise and does not violate religious freedom. In addition, he defends the employment of the notwithstanding clause as it is a “legitimate tool”. Organizations, such as Amnesty International, note that Muslim women who wear the hijab will bear the brunt of the law.
